Woodrow wilson made it an explicit goal to make the world safe for democracy. But that didn't really stop the total war, which ended up being even more devastating than World War One. After a post ward war too, because of roosevelt's influence and his ability essentially to bring in the winning part of the war, meant that he got to dictate at least some of the terms for western europe. The welfare state has been a large part of what we're seeing now with social services such as unemployment benefits or public sector pensions.
