The Special Counsel's Subpoena of the President's Testimony

The special counsel notes that it did not make a traditional prosecutorial judgment again about the president's behavior. The evidence they found supports a few general statements about him, most of which boil down to he may have obstructed justice. But it's hard to say since the evidence suggests he didn't commit the underlying crime, but actively, you know, did act to damage the investigation.
