Manufacturing is a unique engine for economic growth or reasons that it has massive effects as you scale it up. As the empires collapsed, there were no more blocks to spreading these technologies. You have a lot of room to then industrialize to expand manufacturing but it hits that cap. And this results in what ends up being underinvestment.
