He says the real obstacle is that there are diplomatic and political bridges one might not want to burn. The Netherlands and Japan, two key countries here, have been fairly muted in their criticism of China's restrictions on semiconductors; they're more trade-dependent economies. But if you go to countries like India, I really wonder whether the West will be willing to burn bridges," he says.
