The Bank of England Would Not Be Able to Do That Under Current Law
In most other jurisdictions, certainly in the united kingdom, the bank of england wouldn't have the kind of operational capacity to do this. So there would need to be legislation, but i don't think that's hugely controversial in ta sense. But if yu're going to legislate, you might as well legislate to give the central bank the power to do it directly and make the transfers,. ok?
