A commission of inquiry and investigation into corruption on the islands yielded a devastating 900 page report. Gus Jasper was appointed in the wake of a 2014 commitment by David Cameron, among other things, to clean up offshore finance. By the time of the hearings, Foy was premier and he resented them. The report was finished in April and scheduled to be published in June, but then Foy was arrested.
