Anyone can propose a new emoji to be considered by the Unicode consortium. The proposal has to explain why do you think the world needs the emoji, what's the cultural impact but specifically it has to try to demonstrate that the emoji will be used. I started out building a proposal for the Latin cornbread emoji. As a way basically to show that an image of a circular cornbread patty would be useful not just for 30, 40 million people in Venezuela but for 250, 350 million people across the Americas right away.
