"It is really hard to fundamentally change a culture but the great thing is that once you do it's permanent in quotes," he says. Once a journal changes its policy is to be more open. They don't go back. Every single paper in that journal for the next 10 15 20 years is going to have open data open materials open code whatever policies they implemented. That's cumulative impact.
