Fascism is different than populism because of what you mentioned, right? It's exalting a particular leader or race or state rather than the people in general. Though it can be said that populist beliefs and fascist beliefs can go hand in hand. You also typically see either a promotion of violence or at least the sentiment that like violence is necessary or it's a means to an end. So those were some of the things that I noticed.
