In New Orleans, repair crews have patched one of the breached levies. About 40% of the million-plus people who fled the Gulf Coast would never return. Many were found in their attics, about a third of drowned. Some decided to take their own lives after realizing that everything they loved was gone. It is the costliest natural disaster in US history so far.
