Why Does God Choose the One on the Bottom?

All throughout the stories that we've been encountering, god chooses the one who's not supposed to be on top. Why does god do this? Obviously, god wants to make a point with shaul. People are chosen from the bottom of the heap because they remember their story better. And so we're just going to see tat dance back and forth in the lives of saul and david.
