Introduction
Earlier this month, Oregon decriminalized the possession of all illegal drugs within its borders. This is an attempt correctly to treat drug addiction as a health issue, not a criminal issue. Currently around 300,000 people are housed in state and federal prisons for drug law violations; that's up from only 25,000 in 1980. In 2016, there were more than 1.5 million drug arrests in the US: 80% were for possession only.
