Is It a Push Versus a Pull?
It's a stakeholder negotiation problem. Most teams start from the notion of I'm going to put great expectations or testing tool in above myself, like just upstream of myself,. And if something goes wrong, then I will go and talk to that team. So it's sort of by default, it is a pull motion. But it's a pull motion that sometimes it's a little bit hard to get on that other person's calendar.

One of the reasons that data work is so challenging is because no single person or team owns the entire process. This introduces friction in the process of collecting, processing, and using data. In order to reduce the potential for broken pipelines some teams have started to adopt the idea of data contracts.
