Should We Collectivize Poverty Insurance?

Robin Morgan: I think if you're worried about you or your descendants being poor, you should set up poverty insurance. The standard argument is that usually we are trying to give to some kinds of people who especially need help and sort of a generic money to everybody no matter what your condition is less conditional than we want. Why be so unconditional why not continue to be conditional and say yeah there's certain kind of people who want to help and we'll ask see if you're the kind of person before we decide to help you?
