The Different Models of Executive Outcomes

Wagner seems to have combined the two along with making Hollywood movies, because they've made a couple of movies. They seem to be operating more like on behalf of governments or people who would be in government who would like to be in government. Wagner groups seem to have done that taken that model. But at the same time, they've rolled in a little bit of the black water type idea in Iraq,. where they were operating as an arm of Black Water, operating as an arms of the US government.
