The US Cyber Strategy in the Cold War

The Russian hacking system is not like ours. Most of the cyber capacity in Russia is private. It's organized crime groups who are trying to crack your credit cards and get control of your bank account or shut down a hospital in order to get ransom. If you ever found yourself at the protest for the wrong one that you were trying to go to, that was probably the Russians. But that's bots. That's fraud. The US government actually is using some of those tools in a very real way that we haven't seen before in 40 years.
