The Complexity of Decision Making in Nuclear Power
I think it depends a lot on the shape and texture of different fields, not only in the sense of what the technology is like. So when we look at nuclear power, we have an interesting case where people went from,. yeah, you can't possibly do nuclear power to, oh, yes, we can do nuclear power. Oh, now we might need to do nuclear power... And then developing nuclear actors very, very quickly. But given that we're also useful for nuclear weapons, you also want to control this technology quite a bit.
