The Russian Cyber Command Structure and Its Impediments
The Russian view of information is a lot more psychosocial and it's in its emphasis. They really only started thinking about having to incorporate offensive cyber capability into their military command structure after the Russell, Georgia incident around 2008. And at that time based on what I can tell from open sources is that a lot of the focus was on information assurance or kind of protecting the MOD zone networks.
