Constantine's Restoration of Gaul in Spain

Constantine's restoration of Gaul in Spain had sapped silico of loyalist forces he needed for his plan for a joint attack with Alaric against the Eastern Empire. Silico and Emperor Honorius went to the Senate to persuade it to pay Alaric rather than face war with the gods. Oddly, in the middle of all this instability, apparently the Senate was becoming relevant again. The problem was that they weren't really eager to paid Alaric.
