Is Democracy a Rule of the People?

If we think about the idea of democracy as rule of the people, the people get to rule themselves. So this might be that you take a vote on it, and we don't want certain kinds of people coming in because we don't like their values. Say, that's just a consequence of living in a democracy. Yes. People might think this is just the sort of thing that democracies get to decide for themselves. And if democracies didn't get to decide these kinds of things for themselves, then we wouldn't call it a democracy.
