After the end of the hapsburg monarchy, austria was essentially composed of those german speaking territories which remained. The peace treaty of saint germain banned austria from seeking immediate a son anschluss to the german reich in order to avoid strengthening germany. Following adolf hitler's rise to power in germany in 19 30, austrian leaders decided to develop a nation based counter model against national socialist german hegemony.
