Lincoln calls for a second nationwide suspension of the writ of habeas corpus half a year later in September 1863. Many citizens are arrested, including some opposed to the 1863 draft we learned about in the last episode. One noteworthy case is that of the star-spangled banner's author Francis Scott Key's grandson, Frank Key Howard.
