The Expansion of Law

Until the 19th century, most human interactions were governed by custom and convention. The law dealt with a narrow range of human problems - but today it penetrates every corner of life. There are currently about 21,000 regulations made by ministers under statutory powers. In a single year, ending in May 2010, more than 700 new criminal offenses were created. Three-quarters of them by government regulation. On top of that, there is the relentless output of judgments of the courts on subjects hardly touched by law a century ago.
