What Can We Learn From Places That See Very Few or Zero Pedestrian Deaths?

We need to know a lot more about how many people are actually crossing these streets. We have pretty good counts of cars using street corridors but we haven't prioritized pedestrian counts in how we collect data. It's only been in the last 10 or 15 years that the profession has started to focus on that. Because of it we can't come up with a good risk per million crossings.
