The United States pulled out of an anti-ballistic missile treaty under the second Bush administration because it wanted to start making ballistic missile interceptors. Theoretically, that means we can do all sorts of space-based stuff too if we want to. There's a great line from Pope John the 23rd: We have to love our enemies and figure out how to be lovable in that way again.
