Do Permanent Deacons Have Marital Relations With Their Wives?

The debate is not whether priests can be married or not. The question is, do permanent deacons have the ability to have marrital relations with their wives? It's the same problem right nowa the code of canon law in the western church has married major clerics. Many priests that serve in the eastern church elect not to be married, even though they can be. Why? Because they see it as dedicating their virginity or their celibacy, as a meritorious act to god.
