Merrill Lynch report: Western Alliance and the broader regional banking group are caught in a negative feedback loop driven by steep sell off in stock prices, feeding into deposit attrition fears. The regulators say, all right, we're going to do two things now. Action number one is provide liquidity to the banks. Strategy number two is protect uninsured depositors.
