Is the Foreign Sovereign Immunities Act Subject Matter Jurisdiction?

Halk Bank looks to history and looks to the schooner exchange case, says that jurisdictional generally worded statutes of this kind don't necessarily apply to foreign sovereigns or their agencies. The use of the word jurisdiction historically with respect to immunity has far more often referred to personal jurisdiction than to subject matter jurisdiction. And in any event, I don't see this argument prevailing.
