Chinese Illicit Behavior in Africa

When we talk about Chinese illicit behavior in African countries, oftentimes you say the word Chinese and then people equate that with being the Chinese state as much as individual actors. So really important to distinguish between when you have illegal mining in the Congo or illegal timber activity in Cameroon and Nigeria. Many times they're operating out of their own self-interest in what they're doing; they're highly, highly autonomous. The last point on this part is putting context. When somebody of any nationality engages in this type of legal behavior, it's generally because there's a breakdown in law and governance in the host country That gives that space to do that.
