Both sides, the United States and Russia suffered from delusions. The American delusion was that after the collapse of the Soviet Union, Russia would follow meekly in America's footsteps. And Russia's delusion was that if it overthrown communism, wanted to become a democracy, America would accept it as an equal. So the thing was doomed and no matter how much individual leaders wanted it to succeed...there was this tragic inevitability there that it was bound to end in conflict.
