Is It Considered a Theft?

The police in Japan don't have a lot going on and they have a lot of police. In the US, I'm not going to steal a car. But like if you think about it, is it considered stealing if you're just taking back something that someone stole from you? There's no guns here. Well, you can get guns, but you've got through an extremely long process and it's like, you gotta get a license for it. It takes a while.
