Climate Change

I'm wondering if any systems, whether it's green or gray, without over engineering, could ever take these kind of rainfall amounts without being swamped. The problems that were experiencing the impact of those rain quantities is that we've torn out some of our natural interest structure that may have been able to buffer them. Where water once was, we now are building cities. It's all a bit of a climate question.
