What's Happened to the Japanese Prisoners?
The Japanese government experimented on prisoners to see what would spread through a generally healthy population. Some were starved to death or deprived of water until they died of thirst still. Others were injected with the plague and then vivisected. The experiment was mostly just experimentation, but it's definitely going to be used ina war capacity. In general, they want a weapon stock pile that is enough to kill half the planet.
