Is Mexico a Functioning State?

I mean, mexico didn't basically didn't do anything about the pandemic. They weren't trying to crack down on people crossing through. Their version of title forty two is just deploying the national guard to the southern border with guatemala and forcing them at gun point back into guatemala. Basically, athe national guard and the federal imigration authorities have effectively become a human traffickers or human or migrant smugglers. So they are extorting money from migrants as well as the t smuggling organizations in the cartells. It's all kind of knit together.
