Gloria Borger: At the same time, global empires were arising. She says there were several theories as to why they rose. They arose because of a technology gradient between European economies and rest of world. But she says governments didn't accept when it was useful for colonizing country. And so up until 1960, you have Europe essentially ruling the rest of the world, except for Latin America.
