In a previous life, I worked at Gallaudet University. What happens to people who have impoverished verbal capacities or linguistic capacities? And so hearing impaired populations are one. There has been a little bit of work on this that shows they also report silently talking to themselves. So it's happening, but they're using a different modality to do it.
