Minneapolis and saint paul have some of the greatest disparities in the country between whites and african americans. What's happening here is that there just hasn't been a sufficiently sophistic ted plan that deals with scale. We want ed to reach enough kids so that everybody's talking about going to college. If you deal with 20 kids and they leave your school and they go in the neighborhood, just what they're going to be doing? A're goig to be doing whatever anybody else is doing.
