The Public Health Quarantine Model

Under a deterrents model, one could justify electrocuting somebody, torturing somebody, if it was shown to be an effective deterrent to others. I do my account i call the public health quarantine model. And it's basically an incapacitation account based on the right of self defense,. analogous with the justification for quarantine. Just like you can quarantine an individual who doesn't justly deserve to be punished, and it's based, again, on the idea of self defense and defenseive harm to others. Wouldn't that suffer from the same floor as the deterrents model? Couldn't you then justify locking somebody up indefinitely if they had a bowler and theye were a threat to
