There are substantial bills for legal liability arising from playground injuries. In europe there has been a progressive push towards a more permissive attitude. But in the us, what we have tended to see is an increasingly restrictive attitude. The percentage of kids who play outdoors freely, compared to their their pearances, is radically lower than it was 30 or forty years ago.
