Is There a Rank Operator?

A function of one argument returning a list still has rank one right. I can use that as a state machine to converge on the evaluation. What bothered me about this is that K does all this work to unify different things that have indices, but then they actually do act different. And in a more direct way you have functions that just decide what they're doing based on the type of the argument.
