The Idea of Universal Grammar in Language Acquisition

The idea of universal grammar is that languages can either be this way or that way. Some languages are more like english, in their word order. And some languages are morelike japanese in their word orders. So why does a child have such a head start when it comes to acquiring a new language? In my opinion we shouldn't learn languages the way we learn other subjcts,. for example I think we should pay more attention to this idea of universal grammars and parometers.
