Is the 1924 Act Racialism?

In 1924, Act obviously has racial components. Would you mind telling us exactly how it was defined? The 1924 Act is an absolutely brilliant piece of, if not, racism, racialism. But I think we can call it racism. It was science and math that's enabled those who who who propounded it to do it unashamedly. If you were basing it on those numbers, it was a guaranteed way to cut down immigration from countries where they did not want people to come from without ever saying it. In all 38 chapters of it or paragraphs, there's no mention of a single ethnic group,. No mention of nationality, no mention of race in the Act.
