This is kind of how nationalism as such within the context of bureaucratic culture emerges and then feeds kind of soft power ideologies, i say. I wanted to try to make this contrast between different officials to see how this this sort of works as a different process so administrative affect then in one meaning of the term refers to this mode of feeling that is cultivated through activities of of daily administrative labor.
