The scrum methodology didn't work because the goalposts kept moving. The requirements kept changing before the two weeks were up, and so therefore it wasn't able to get a report. It is not what business loves doing, which is here's a request, here's the deadline. And I think doing a better job of that feature request list would have worked as well.
