Adam is a brilliant metaphor in the story for this reason. He's trying to dismiss the thing because it's frustrating his ideals. And he's not. The point is you've got your ideals. No matter what they were, whether you are writing the Constitution in the 1700s or whether you're Andrew Ryan or whatever your ideology is, your ideology cannot foresee. So that's what Adam is representing in the story here.
