The State Is the Chief Agent of Social Change, Right?
The state is the chief agent of social change. That's how we've conceptualized Republic of India, right. So that I think is an Indian context answer to why we approach the incentives that are play are slightly different. And one trade-off is this that we unfortunately end up with a situation where state is the starting point for any change that you want to bring out.
