When a police officer is accused of using unlawful force, what tends to happen next? Russell: Quite often nothing seems to happen. If something happens at all, it's that the incident gets flagged as a critical incident and then investigated by another department within the same police force. Governments have been pretty reticent to impose greater accountability because public policy tends to be distorted on behalf of sectional interests in this case police interests.
