What's the Difference Between School Onsight and the State Level?

According to our data sets that we used, when we did just an overall weighted average, at the household level, it was a weighted average of about 57 and a half percentage of households had children exposed to onsight instruction. But there's a difference between what the policy says is available for school onsight and then what's actually happening for households. So this is a fairly big discrepancy. I mean, there's two different ways of measuring it, so we wouldn't expect like, a precise thing to three decimal points, but there's a 15 per centage point spread here. To what can we account that?
