The land allotments are book ended by mentions ofa specific people. One, caleb, second, joshua. Caleb actually is not originally an israelite. So at some point, and this as goes way back er, you know, a caleb's tribe had been absorbed into israel. And it was that judgment that kept israel in the land for forty years wandering.
