Hooker did not hesitate to use against the Presbyterians' arguments that could, in theory, be used just as well by Catholics. Hooker thought in strictly national terms, his theory leaves a great deal to human discretion and human consent. He English thus choose one system, the French another, and so on. In this respect, too, he truly was a defender of the Church of England.
